REMINDER TO ALL THE CHILDREN
The skating rink is open on Saturday's in the afternoon from 1:30 to 3:30pm and again from 7:30 to 9:30pm in the evening; also on Sundays in the afternoons from 2-4 pm for the time being. Admittance fee is $2.00 per child. If they go both times on Saturday the evening price is discounted. Need a party idea? Have a skating party at the Rec. Call Don Steffens for more information.
PROPERTY TAX EXEMPTIONS
In an effort to encourage and stimulate rehabilitation of existing housing and commercial businesses, as well as new construction, the Primghar City Council recently enacted into law by ordinances the Primghar Residential Urban Revitalization District #1 & the Primghar Commercial Urban Revitalization District #1. Under residential ordinance, for a period of five years, qualified real estate may be eligible to receive a total exemption from property taxes on improvements. Under the commercial ordinance, the period is three years.
Eligible property improvements include rehabilitation and additions to existing structures. Additionally, new construction on vacant land or on land with existing structures may also be eligible for tax abatement. To qualify for tax exemptions, the eligible improvement made to qualified real estate must increase the actual value of such real estate by at least $10,000 or ten (10%) percent of the property value, whichever is greater.
All qualified real estate assessed as residential property outside the City's TIF #2 District (a.k.a. Randolph Estates) will be eligible to receive a 100% exemption from property taxation on the first seventy-five thousand dollars of actual value added by the improvement. The exemption is for a period of five years.
All qualified real estate assessed as commercial property will be eligible to receive a 100% exemption from property taxation on the actual value added by the improvement. The exemption is for a period of three years.
Under the present plan, tax abatement will be available until December 12, 2016. At that time, the plan will be reviewed and the need reevaluated with the possibility of the plan being continued. The plan may also be repealed prior to the expiration.
Applications are available at City Hall and must be filed with the City for each exemption claimed. The property owner must apply to the City for an exemption by February 1st of the assessment year for which the exemption is first claimed, but not later than the year is which the new construction is first assessed for taxation.
All applications are reviewed by the City Council, and if approved, are forwarded to the County Assessor's office for review. The County Assessor will first make a physical review of the property, and then determine the increase in the actual valuation due to the improvements, and finally, will notify the property owner of the results.

TopDAYLIGHT SAVING TIME EXTENDED
Starting this March 2007, daylight time in the United States will be extended for one month. The change will begin three weeks earlier on the second Sunday in March (11th) and end one week later on the first Sunday in November (4th). The dates were recently modified with the passage of the Energy Policy Act of 2005, to save energy. Remembering the phrase "Spring forward, fall back" helps people remember how Daylight Saving time affects their clocks. So spring ahead one hour on March 11th.
A SAFETY REMINDER
Daylight Saving Time is also a great time to change the batteries in your smoke detectors. A working smoke detector more than doubles a person's chances of surviving a home fire. More than 90% of homes in the United States have smoke detectors, but 1/3 is estimated to have dead or missing batteries.

LITTLE LEAGUE REGISTRATION
Registrations for Primghar Girls and Boys Little League (K-6th) are being accepted until March 15th. The girls program is again shared with Paullina (K-2 & 3rd/4th) and Calumet/Sutherland (5th/6th). Registration forms will be distributed at school and/or are available at City Hall. Volunteer parent coaches and assistants are needed for both programs. If interested in coaching or have questions please call or stop by City Hall.

UTILITY BILL
You will notice on your utility bill that there are "E's" in front of the consumption amounts. On the days City workers were to read electric and water meters, they were buried under inches of snow. The decision was made to average everyone's usage for the March billing cycle. Your electric and water usages will be back on track for the April billing cycle.

ELECTRIC RATES
The above reflects the rate impacts if our Missouri River Energy Services (MRES) generation contract is renewed thus requiring the purchase and installation of a new generator. As shown, a typical Residential customer with a monthly usage of 850 kWhr would pay an additional $123 annually, or 12.5% more. Commercial customers would pay approximately 13% and 19% more depending upon usage.
Remember another rate increase is on schedule to occur June 2008 - 6.2% Residential, 5.5% Commercial single phase & 7.0% Commercial three phase. Primghar electric rates would increase 3 times within 12 months if the generator is purchased. The first two rate increases offset MRES and WAPA's increased energy costs. The third rate increase would offset new generator costs. If you have not returned your blue stuffer in last month's utility bill, the Council encourages you to return it as soon as possible to assist them with this difficult decision. If you have returned your stuffer and wish to change your response, additional stuffers are available at City Hall.

SWIMMING LESSONS
Pre-school lessons will be held July 16-20th from 5 to 5:30pm. .
Public swimming lessons are scheduled for July 9 - 20th, (Mon-Fri), from 10-11:00am with pool doors opening at 10:00am. Cost - $20.00 per child for either session, please call the Pool at 957-8863, to sign up for one of the different levels. If unsure of your child's swimming level please ask a lifeguard.

This is to ensure ALL utility bills are paid before the disconnect date.
3) Summer Residential Electric rates (June-Sept) are now in effect. If you have any questions or concerns please call city Hall.
4) As a reminder, the babysitter age is 12 to bring younger children to the pool w/out an adult and any unsupervised child must pass the board test before they can be left alone at the pool. Please follow the rules and regulations set forth by the pool board. In turn, our lifeguards can do their jobs of keeping our children safe.

**Garbage Pickup is every Friday for residential customers. There is a limit of two 32 gallon containers per household. Tags may be purchased from City Hall for each additional container at a cost of $1.00 per tag.**

VOLUNTEERS NEEDED
Would you like to serve as an EMT on the Primghar Ambulance Team? We are always eager to have new members. What does it take to become an EMT? It takes less then one year to become an EMT. Classes start at NCC in Sheldon on September 17th. With out volunteers, an ambulance service cannot run. So if you've been considering becoming a volunteer, we'd love to have you. USDA RURAL DEVELOPMENT 1% LOANS/GRANTS
Families who own their homes and need help in paying for improvements, such as new roof, electrical, accessibility, replacing a furnace, etc. may be able to obtain assistance through the Rural Development's 504 program. For more information please read the enclosed flyer and call 712-546-5149 ext 4 or visit www.rurdev.usda.gov/ia.
Please note - This program is not affiliated with the City's recent Housing Rehab Program provided by a $240,000 federal community development block grant. The City will be submitting a second housing rehab grant application late next summer. If awarded, 8 more houses will be rehabbed over 3 summers starting in 2009. There is no guarantee the City will be awarded again.
Until then, if you have urgent and genuine improvement needs and meet the household income limits, please do not hesitate to participate in the above USDA program.

3rd ANNUAL HAUNTED SCAVENGER HUNT
The 3rd Annual Haunted Scavenger Hunt Sponsored by the Baum Harmon Mercy Hospital Health & Fitness Center (In association with Baum Harmon Mercy Hospital & Clinics) invites all children ages 4-12 to join the Fitness Center and area businesses and organizations at Mill Creek State Park in Paullina, Iowa on Saturday, October 20th, 2007 at 7:00 p.m. for a Haunted Wellness Walk and Treat Hunt.
Hunt Times will be staggered this year beginning at: 7:00 p.m. / 7:15 p.m. / 7:30 p.m. / 7:45 p.m. / 8:00 p.m. / 8:15 p.m. We ask that all participants pre-register for a hunt time by calling Wellness Manager Linda Torborg at (712) 957-2319 or emailing at torborgl@mercyhealth.com.

Tags may be purchased from City Hall for each additional container at a cost of $1.00 per tag. ** If you have more then the two container limit and no tag your garbage may be left.

OCTOBER 31ST TRICK-OR-TREAT NIGHT
Be sure to welcome all the little spooks and goblins to your home on Halloween night by turning your porch light on from 5:00pm to 8:00pm.
LEAVES RAKED INTO CITY STREETS
Residents are reminded not to rake leaves into the streets. Large accumulations of leaves block the storm water intakes and culverts. Leaves may be placed in the city's dumpster or hauled to the City dump north of the lagoon. Residents may NOT burn leaves on public property.
SKATING RINK OPENS
The Skating Rink opens for business Saturday the 3rd of November from 7:30pm to 9:30pm. Saturday afternoon skating will begin November 24th from 1:30 to 3:30pm. $2.00 Admission.
STANDARD TIME
As the old saying goes "Spring Forward, Fall Back". Well the time is here to set those clocks back one hour the first Sunday of November or on the 4th this year. This is also a great time to replace your smoke detector batteries.

O'Brien County Economic Development will be providing continuous election coverage on November 6, 2007.

WINTER SNOW REMOVAL
Residents are reminded there is to be NO PARKING on city streets from 2 A.M. to 6 A.M. between November 1st and March 31st per City Ordinance. This allows our employees to more efficiently remove snow. Also, please remove snow and ice from your sidewalks in a timely manner to ensure safe passage of walking residents. Your cooperation would be much appreciated.
