ACCOMPLISHMENTS FOR 2005

2006 SHELTER HOUSE RESERVATIONS

Reservations will be accepted for the Shelter House beginning on Wednesday, February 15 at 8a.m. They will be made on a first come, first served basis. A deposit of $40.00 is required at the time of the reservation. A key may be picked up by the Friday before a weekend reservation date. Please be sure the Shelter House is left in a clean, orderly fashion. Once the key is returned, $20.00 of the $40.00 deposit will be returned.

REVISING SHELTER HOUSE RESERVATION POICY

At the January Council Meeting it was approved to change the policy to accepting reservations up to 12-months in advance upon paid deposit. However the current reservation policy remains in effect through February 15, 2006. The new policy will become effective February 16, 2006.

A kindly reminder of no parking on city streets from 2:00 AM to 6:00 AM to allow our employees to remove snow. Your cooperation is much appreciated.

Also, there have been several complaints this winter on sidewalks so please remove snow and ice from your sidewalks in 24-hours of snow fall ending (according to City Ordinance) to ensure safe passage of walking residents. If the City receives a complaint the City will clear the sidewalks and assess your property.

2006 SHELTER HOUSE RESERVATIONS

Reservations for the Shelter House are now being taken. Reservations can be made up to one year in advance with a paid deposit. Any questions please call City Hall.

LITTLE LEAGUE REGISTRATION

Registrations for Primghar Boys and South O'Brien (Paullina/Primghar) Girls Little League (K-6th) are being accepted until March 15th. Registration forms were distributed at school by Mrs. Hintz and/or are available at City Hall. Coach Dave Steffens (T-Ball) and Justin Jenness (3rd-6th) are returning for the boys program. Volunteer parent coaches and assistants are needed for the girls program - two 3rd/4th and two 5th/6th teams with 13-15 players/team. Tentatively there will be one South O'Brien girls T-Ball team (pending registrations) under Coach Steffens. If interested in coaching or have questions, please call City Hall (957-2435) or Dee Ann Lansink (957-2072) at home.

Tired of writing checks and paying late fees, tired of rushing to drop off utility payments on time? Then consider making payments with automatic bank withdrawals. Three payment date choices are available now, the 3rd, 10th or 20th of the month.

TCA also offers automatic bank withdrawals on the 15th. Please stop by City Hall for authorization forms - it's quick and easy.

REMINDER TO ALL THE CHILDREN

The skating rink is still open on Saturday in the afternoon from 1:30 to 3:30pm and again from 7:30 to 9:30pm in the evening; also on Sundays in the afternoons from 2-4 pm for the time being. Admittance fee is $2.00 per child. If they go both times on Saturday the evening price is discounted. Need a party idea? Have a skating party at the Rec. Call Don Steffens for more information.

ANNUAL JAYCEE EASTER EGG HUNT

The Jaycee's will be having their annual Easter Egg Hunt on Saturday, April 15th at 1:00pm at the City's Park Shelter House.

ANNUAL JAYCEE SPRING CLEAN-UP DAY

It's time to clean out the attic, closets and garage! The Annual Jaycee Spring Clean-up Day is scheduled for Saturday, April 22nd starting at 8:00 AM. Appliance charge is $15.00 (per item) and must be prepaid at City Hall by April 21st. Non-acceptable items: regular garbage, tires, batteries, car parts or wet paint. The Jaycees reserve the right to refuse all or partial pickups. Once again, no appliances picked up without prepayment at City Hall. Call City Hall if you have questions.(Rain date: 29th)

SPRING SOCCER PROGRAM

Attention 3rd thru 6th graders! The 2006 Jaycee Soccer League starts on Saturday, April 15th at 8:30am at the Primghar Football Field. You will meet your coaches, your team, and pick up your t-shirt. The cost is $5.00, which includes your t-shirt. Checks are to be made payable to the Primghar Jaycees. DAYLIGHT SAVING TIME

Remember to spring ahead an hour on April 2nd.

The phrase "Spring forward, fall back" helps people remember how Daylight Saving time affects their clocks.

*FYI-In the U.S., clocks change at 2:00 a.m. local time. In spring, clocks spring forward from 1:59 a.m. to 3:00 a.m.; In the U.S., 2:00 a.m. was originally chosen as the changeover time because it was practical and minimized disruption. Most people were at home and this was the time when the fewest trains were running. It is late enough to minimally affect bars and restaurants, and it prevents the day from switching to yesterday, which would be confusing. It is early enough that the entire continental U.S. switches by daybreak, and the changeover occurs before most early shift workers and early churchgoers (particularly on Easter) are affected.

A Safety Reminder

Daylight Saving Time is also a great time to change the batteries in your smoke detectors. A working smoke detector more than doubles a person's chances of surviving a home fire. More than 90% of homes in the United States have smoke detectors, but 1/3 are estimated to have dead or missing batteries.

NO SUNDAY AFTERNOON SKATING

There will be no more Sunday afternoon skating effective the first of April.

Party reservations can still be made for Sundays or any day.

WATER TOWER

Interior painting of water tower scheduled for May 15th - June 2nd by Maguire Iron. Project will require 24/7 supervision of water main pressure valves while water is bypassed away from the tower. We ask that the residents of Primghar to limit their water usage during this time. Do to the pressure fluctuation, no tank fills at the water plant will be allowed. Tank fills can be made at N and E.

BALL PARK FENCE

Installation of new ballpark fence/backstop began on April 17th.

We want to THANK everyone who volunteered their time to take down the old fencing and post in which helped to make this project a huge success.

It will defiantly be nice asset this coming ball season.

HOUSING PRESERVATION GRANT

The Housing Preservation Grant (HPG) program is designed for organizations to finance the repairs or rehabilitation of individual housing or rental properties of very low and low income homeowners, as well as rental property owners. CITY HALL CLOSED FOR MEMORIAL HOLIDAY

City Hall will be closed Monday May 29th for the Memorial Holiday. If you have an emergency, please call City Hall (957-2435) and an on-call city employee will answer your call.

City Hall will be switching to summer hours beginning May 30, 2006 till September 1, 2006. Current hours are from 8:00a.m. to 5:00p.m. with the office closed for lunch from 12:00 to 1:00p.m. Our new summer hours will be from 8:00a.m. to 4:30pm., closed for lunch 12:00 to 12:30.

PUBLIC POWER COMMUNITY NIGHT

Saturday, July 22, 2006 is Public Power Community Night at the Sioux Falls Canaries baseball stadium. Pre-game events start at 5:30p.m., with the opening pitch at 7:05p.m. The Canaries will host the Shreveport Sports. Tickets for City of Primghar utility customers are $3.00 each. More information, including order forms are available at City Hall.

POOL IS OPEN

As a reminder, the babysitter age is 12 to bring younger children to the pool w/out an adult and any unsupervised child must pass the board test before they can be left alone at the pool. Please follow the rules and regulations set forth by the pool board. In turn, our lifeguards can do their jobs of keeping our children safe.

PUBLIC SWIMMING LESSONS

Public swimming lessons are scheduled for July 10 - 21.

Cost - $20.00 per child, call the Pool to sign up at 957-8863.

New Saturday Library Hours:

The summer is heating up, and we have changed our Saturday hours. We will now be open from 8:00 AM to 12:00 noon. We are trying to catch everyone before they head out for summer fun or to the pool in the afternoon. Please take this early opportunity to check out some DVDs and videos for camping trips, or magazines and books on cassette or CD, for long car rides. And don't forget those paperbacks for the beach. Use your library and save some money for the gas! Have a great summer and catch some fun at your library.

REMINDERS

1) Please pick up any waste left while walking your pet around town. There have been several complaints.

2) Utility bill due date is the 10th of every month. If the 10th falls on a Monday, Tuesday, Wednesday or Thursday cut off date is the following business morning BY 8:00am for the drop box and 9:00am for the mailbox.

If the 10th falls on a Friday, Saturday or a Sunday cut off date is Monday morning BY 8:00am for the drop box and 9:00am for the mailbox. Any questions concerning this policy please call the City of Primghar office.

IN-HOME OXYGEN

We are trying to update our in-home oxygen residential list.

Should be an extended electrical outage due to a storm or work being done by City employees, those residents would be notified & their service re-established in a priority manner.

If you would like to be on this list, please stop in or call City Hall.

PAY YOUR UTIITY BILLS WITH EVEN PAY

Pay the same amount every month, no matter what the weather is like!

How does this work?

Even Pay averages out the seasonal variations of your utility costs. We'll calculate your Even Pay amount based on your previous utility costs. Once a year, any difference between your actual charges and your Even Pay charges will be averaged into your new payment amount for the following year.

What else? Even Pay works most efficiently when combined with Easy Pay, which allows you to deduct payments automatically from your checking or savings account. This is the easiest and most cost-effective way to pay your bill on time, and it's free.

That's all there is to it!

Even Pay is designed for residential customers with at least 12-months of good history with the City. Participants may not be delinquent with utility payments.

RECYCLE DAYS

Recycling will be picked up on Wednesday, September 13th and 27th.

Frangenberg Sanitation requests that you set out your containers by 7:30 A.M. the morning of your scheduled pick up.

NEW 48-HOUR POSTINGS

In the past if you hadn't paid your utility bill with in the 12-day delinquent shut-off period, City issued a 24-Hour Posting. The City Council recently passed an ordinance changing this to a

48-Hour Posting before the disconnect date. The same $30.00 posting fee still applies. An additional $30.00 administrative fee will also be charged if Electric and/or Water services are scheduled to be shut off with in the 48-hour time limit but before actual disconnect occurs.

This is to ensure ALL utility bills are paid before the disconnect date.

If you have ANY questions with this new ordinance please stop in or call City Hall.

EMT's and DRIVERS NEEDED

The Primghar Ambulance Service is very short staffed and needs new EMT's and Drivers to keep the service operational 24 hours a day! Fall EMT classes are held at NCC. Drivers must have a valid driver's license and be CPR certified. Work as little as one 12-hour shift a month or as much as you like. If interested please stop by City Hall for an application. For more information please contact Ambulance Director, Loretta Edwards, at 957-0206. Leave a message if no answer.

WATER TOWER IMPROVEMENTS

Thank you for your patience and cooperation tolerating the reduced water pressure while the water tower was repainted by Maguire Iron. The tower's interior tank was sandblasted and repainted followed by exterior painting. Maguire Iron will return in October to add Primghar lettering with SOS Wolverine paw prints.

2nd ANNUAL HAUNTED SCAVENGER HUNT

Presented by the Baum Harmon Mercy Hospital's Health and Fitness Center. All children ages 2-12 are invited to join the Fitness Center at Mill Creek State Park in Paullina on Saturday, October 28th at 7:00 p.m. for their Haunted Wellness Walk and Treat Hunt. Pre-registration requested. Please contact Wellness Manager, Linda Torborg, at 957-2300 or email her at torborgl@mercyhealth.com to register. Participants may begin checking in at 5:30 p.m. on October 28th.

NEW RECYCLING DAYS

Beginning in October, Frangenberg Sanitation will change recycling dates from the 2nd and 4th Wednesdays to the 1st and 3rd Wednesdays of each month. October 4th and 18th will be collection dates for October.

NEW CITY HALL HOURS

City Hall is now open from 8:00 a.m. to 4:30 p.m. - open during noon hour.

Occasionally, one of us will be gone for a meeting, vacation or an emergency and will close City Hall for a half hour lunch. A note will always be posted on the door explaining closed times and circumstances.

O'BRIEN COUNTY ECOMONIC DEVELOPMENT

O'Brien County Economic Development is excited to announce the development of O'Brien County Tourism. We invite you to join us for our kickoff on 11/16/06 at the Prairie Heritage Center, Sutherland. Feel free to come and go from 3:00 p.m. - 7:00 p.m. and "wander our less traveled roads". Take a Journey of O'Brien County by experiencing the simple pleasures and discovering our rich heritage provided by our Historical Sites, Parks and Recreation Areas, Artisans, Shopping, and much more. OCTOBER 31ST TRICK-OR-TREAT NIGHT

Be sure to welcome all the little spooks and goblins to your home on Halloween night by turning your porch light on from 5:00pm to 8:00pm.

2nd ANNUAL HAUNTED SCAVENGER HUNT

LEAVES RAKED INTO CITY STREETS

Residents are reminded not to rake leaves into the streets. Large accumulations of leaves block the storm water intakes and culverts. Leaves may be placed in the city's dumpster or hauled to the City dump north of the lagoon. Residents may NOT burn leaves on public property.

SKATING RINK OPENS

The Skating Rink opens for business Saturday the 21st from 7:30pm to 9:30pm. However, it will be closed the following Saturday, the 28th so that all the children can attend the BHMH 2nd Annual Halloween scavenger hunt at Mill Creek State Park.

Skating resumes November 4th from 7:30 pm to 9:30pm. November 11th skating hours increase to

1:30 pm to 3:30 pm and 7:30 pm to 9:30pm. Sunday skating will be later announced.

DAYLIGHT SAVING TIME

As the old saying goes "Spring Forward, Fall Back". Well the time is here to set those clocks back one hour the last Sunday of October or the 29th this year.

This is also a great time to replace your smoke detector batteries.

HEY KIDS!!

Did you know that the Primghar Public Library has lots of scary books and spooky stories? There are books on ideas for some really awesome Halloween costumes or how to cook up wicked treats like eyeball soup and witch-wart cookies!! Evil witches, warlocks, ghouls and other creepy characters are awaiting.

WINTER SNOW REMOVAL

Residents are reminded there is to be NO PARKING on city streets from 2 A.M. to 6 A.M. between November 1st and March 31st per City Ordinance. This allows our employees

to more efficiently remove snow. Also, please remove snow and ice from your

sidewalks in a timely manner to ensure safe passage of walking residents.

GARBAGE TAGS

Residential customers are reminded that you are allowed up to two 32-gallon garbage containers of not more than 75 lbs per container each week. Should you have additional garbage, you must attach a Primghar Extra Container Tag to each container or bag. Garbage tags are available at City Hall, cost $1.00 each.

Your cooperation is very much appreciated.

ROLLER SKATING at the REC CENTER

The Rec Center is now open on Saturdays from 1:30pm to 3:30pm and again from 7:30pm to 9:30pm. Admittance fee is $2.00 per child. If they go both times then evening price is discounted.
